What is the location in files?
And where in database?

The plugins are stored in wp-content/plugins or wp-content/mu-plugins folder.
You add plugins from the plugin menu in the WordPress backend. You can search for a plugin under the add-new menu or upload a zip.
In the database, a new table will be created by the plugin.
